Position Summary / Career Interest:
The Vice President of Facility Services and Construction Management contributes to the delivery of strategic and operational objectives by directing planning and daily support operations to be in line with health system goals, priorities and culture. The Vice President leads facilities maintenance operations of building(s) and property at multiple campus locations across the KC Metropolitan area. The Vice President overseas design and construction work and may coordinate and/or oversee contracted services. The Vice President provides the strategic vision and leadership for the following system-wide areas: Facilities Planning/Design/Construction, Maintenance/Building Systems, Engineering, Energy Center and Project Management Controls. This position reports directly to the Chief Operating Officer of the Kansas City Division.

Responsibilities and Essential Job Functions
- Strategic planning for facilities services, financial planning, budgeting, financial performance monitoring, and staff performance.
- Develop and oversee a facilities master plan in line with the overall University of Kansas Health System priorities, and organizational plans. Advise senior leadership on strategic opportunities in facilities management and utilization, land development, engineering controls, design and construction.
- Lead and provide overall direction to facilities teams providing regular feedback and opportunities for improvement to build a successful results-driven team that works collaboratively in all areas and respects the nature of clinical environments.
- Provide operational management and/or contracted oversight of facilities operations on a 24/7 basis.
- Actively serve as a member of the hospital executive team, supporting vision and values, participating in strategic planning, reporting, assessments, and organizational development.
- Manages the facility maintenance capital and operational expense budgets and projects upcoming needs to inform annual budgeting process.
- Leads the development and implementation of policies, procedures, and practices that provide clear standards and drive accountability in the proper maintenance and upkeep of all locations.
- Provides expert level subject matter expertise. Directly advises Health System senior management regarding strategic, operational, and regulatory matters pertaining to Facilities Services, Engineering controls and Planning/Design/Construction.
- Implements industry leading best practices and develops innovative solutions to enhance the delivery of Facilities Services. Supervises reporting departments and programs with the ability to provide as needed day-to-day direction.
- In conjunction with the health system contracting department, prepares and reviews all construction, architectural and professional service contracts pertaining to construction within the system. Retains and manages outside consultants, contractors, and management companies to best benefit the goals and objectives of the health system.
- Works closely with internal and external legal counsel as warranted; actively manages and oversees both budget and work product; provides direction and strategy to outside contracted services.
- Routinely assesses the structure and performance of areas of responsibility defining opportunities to create efficiencies, improve quality, demonstrate cost savings and streamline processes.
- Oversees all aspects of Facilities Maintenance, Building Systems and Campus Energy Center operations. Ensures that these programs are properly developed and resourced to support the 24/7 ongoing operations of the Health System. Implements standards of performance and key performance indicators to ensure safety, enhance operational efficiencies, improve reliability and lower costs.
- Develops and oversees a diverse Facilities Planning/Design/Construction department which produces a wide range of renovation and new construction projects with values in excess of $500 million. Oversee the planning and execution of major infrastructure improvement projects.
- Assists with Master Facilities Planning for the Health System.
- Builds strong, trusting relationships and credibility throughout the organization through exceptional execution, timely follow-up and continuous transparency and partnering.
- Serves as an external ambassador for The University of Kansas Health System, upholding values, professional image and strong community partnerships.
- Cultivates a team culture that is in alignment with the Health System’s Mission, Vision and Values.
- Must be able to perform the professional, clinical and or technical competencies of the assigned unit or department.

Required Education and Experience
- Master's Degree in Architecture, Construction Science, Engineering, Business Administration or a related field of study from an accredited college or university.
- 10 or more years in progressive leadership roles that has included direct oversite of aspects of Hospital Facilities Management programs including building operations/maintenance, planning/design/ construction, project management, and master facilities planning in a large hospital or healthcare system.
- 5 or more years comprehensive facilities project management experience overseeing a major capital construction program including managing complex, healthcare projects in excess of $500M. A track record of organizing, leading, and managing large teams in the execution of major projects.
- 10 or more years A track record of organizing, leading, and managing large teams in the execution of major projects. Experience assessing and developing alternative solutions for aging infrastructure
Preferred Education and Experience
- 5 or more years of leadership experience in a large, academic medical center and/or health system environment.
- 5 or more years of experience in construction, services, and facilities development.
Knowledge Requirements
- Working knowledge of federal, state and local building codes, regulatory compliance, and standards/ordinances as well as the Joint Commission, and all applicable accrediting agencies.
- Strong business acumen with a proven financial and operational track record of managing facilities in a complex healthcare organization.
- Politically astute with a track record of building partnerships that add value to the organization.
- Excellent written and verbal communication skills, including the ability to translate complex real estate information, engineering data and construction complexities into terms readily understood by others.
