  HITS Program Managers oversee the technical performance of Hospital System Programs. Key activities are focused on developing solutions to program challenges and the direction of program resources.   Monitoring and control plans, resources, timelines for assigned programs are the responsibility of Program Managers. Assistance in governance, alignment of program objectives to vision, which entails facilitation of check and balance mechanisms for appropriate review and revision of all program components is a critical activity of the HITS Program Manager Role.   The ongoing improvement of programs and the HITS Program Management Capability is supported by the HITS Program Manager, through performance assessments, research, and development of new capabilities. The systematic rollout of new mechanisms, processes, policies, and procedures are the responsibility of the HITS Program Manager in conjunction with the Portfolio Management Leadership.


Responsibilities and Essential Job Functions
  • Ensure activites in support of assigned programs are inline with the direction and vision of HITS Portfolio Management Leadership
  • Oversight and mentorship of project managers performing day-to-day management of all phases of the project.  Ensures the projects within a given program are delivered on time, within budget, balancing scope, schedule, budget, quality, and risks.
  • Motivates project managers by setting goals, requesting contributions, recognizing their work efforts, encouraging the team to deliver the best work possible.
  • Point of escalation for project managers who coordinate activities with business owners/stakeholders and cross-functional teams: technical, application, operational subject matter experts, and vendors.
  • Accountable for all projects within a program having appropriate documentation created and maintained throughout the project lifecycle.  Such as scheduling, risk mitigation plans, communication plans, resource requirements, project budget, SharePoint worksites, and all other project management-related documentation.
  • Reviews program and project status reports, ensuring issues and risks impacting the project are identified, and action plans are outlined.
  • Demonstrates strong communication and presentation skills including the ability to articulate and facilitate discussions across disciplines.
  • Drives strategic conversations with the business owners, project managers, stakeholders, and IT leadership to implement the organization's strategy through projects and programs.  Assists and influences organizational leaders to make decisions on what initiatives should be implemented.
  • Defines a vision with operational partners; the future state of the organization when its strategic goals are achieved.  The vision is communicated throughout the organization, working with the project managers and project teams to achieve the vision.
  • Negotiates through communication with project team members and project stakeholders to get them to work effectively with one another, considering all parties with shared or opposing views, with the intent to compromise before reaching a team decision.
  • Collaborates with the organization to identify and document detailed objectives, deliverables, requirements, process flows, and data sources that might impact project outcome.
  • Defines program objectives, deliverables, and requirements to develop the program scope, schedule, and cost using established PMO processes and best practices. Ensuring dependent projects are evaluated and aligned.
  • Works with all levels of management in an effective, proactive, manner.  Communicating frequently to provide program status, including program health, issues, risks, and impacts to the schedule including scope change.
  • Produces a program schedule and milestones through interaction with project managers.
  • Facilitates cross-functional program/project reviews and maintains a view of all parallel projects to show dependencies and impacts between projects.
  • Provides input for the development and enhancement of project management tools and methodologies
  • Anticipates and meets, or exceeds, internal and/or external customer expectations and requirements; establishes and maintains effective relationships with customers.
  • Performs a leadership role by coaching Project Managers and provides input for performance evaluations.
  • Strategic understanding of program to aid in developing future service offerings.
  • Must be able to perform the professional, clinical and or technical competencies of the assigned unit or department.

Required Education and Experience
  • High School Graduate
  • Bachelors Degree
  • 3 or more years of experience operating as a Program Manager in the Healthcare industry or relevant experience.
  • 5 or more years of experience operating as a Project Manager in the Healthcare industry or relevant experience.

Required Licensure and Certification
  • Project Management Professional (PMP) - Project Management Institute (PMI) or to be obtained within 24 months.

Knowledge Requirements
  • Working knowledge and demonstrated application of methodologies and frameworks in: Program Management, Project Management, Service Management, Software Development Lifecycle.
  • Demonstrated ability as a self-starter, able to operate with limited direct supervision to define and develop concepts.
  • Cultural and situational awareness to operate effectively in diverse organizational environments.
  • Working knowledge and demonstrated application of methodologies and frameworks in: Enterprise Architecture, Business Architecture, Portfolio Management, Change Management preferred.
