The Medical Laboratory Scientist (MLS) Manager is a position in the Clinical Laboratory at the University of Kansas Health System. The Manager is responsible for planning, organizing, leading and controlling the efficiency and effectiveness of staff, processes, projects and organization of the testing department. This position ensures patient results are accurate, timely, and performed within quality standards. The Manager is responsible for regulatory compliance, staff training, scheduling, competency assessment, department budget, and quality assurance/quality improvement activities. Other areas of responsibility within the department will include contracting, client services, billing, coding, mentoring, teaching, human resources, inventory, equipment and instrumentation. The Manager will learn administrative duties specific to the organization and will participate in leadership activities. The Manager will support the mission, vision, values and strategic initiatives of the University of Kansas Health System. The Manager will demonstrate a commitment to quality service to patients, physicians, the public, staff, and peers.

Responsibilities and Essential Job Functions
- Be accessible to provide onsite, telephone or electronic consultation as needed.
- Selects test methodologies appropriate for the clinical use of the test results.
- Verifies the test procedures performed and establish the laboratory’s test performance characteristics, including the sensitivity, specificity, and accuracy of each test and test system.
- Enrolls and participates in a CAP-approved proficiency testing program commensurate with the services offered.
- Establishes a quality control program appropriate for the testing performed and establishes the parameters for acceptable levels of analytic performance and ensures that these levels are maintained throughout the entire testing process from the initial receipt of the specimen, through sample analysis and reporting of test results.
- Responsible for the department’s participation in the Pathology and Clinical Laboratory Quality Management System (QMS)
- Resolves technical problems and ensures that remedial actions are taken whenever test systems deviate from the laboratory’s established performance specifications.
- Manages human resource functions such as interviewing, selection, orientation, education/training, feedback, performance evaluation, and policy and procedure development. Maintains personnel files, including documentation of appropriate staff orientation, competency, training, discipline and performance reviews. Oversees department timekeeping and payroll. Collaborates with HR concerning employee issues and performance. Conducts employee coaching, counseling, disciplinary actions and annual appraisals. Monitors staff adherence to hospital and departmental policies and procedures.
- Ensures that patient test results are not reported until all corrective actions have been taken and the test system is functioning properly.
- Identifies training needs and assures that testing personnel receive regular in-service training and education appropriate for the type and complexity of the laboratory services performed.
- Evaluates the competency of all testing personnel and assures that the staff maintains competency to perform test procedures and report test results promptly, accurately and proficiently.
- Ensures department is in a continual state of inspection readiness and reports to regulatory and accrediting agencies as appropriate.
- Delegates duties as appropriate, including the roles of general supervisor and testing personnel as outlined in the Laboratory policies"
- Must be able to perform the professional, clinical and or technical competencies of the assigned unit or department.

Required Education and Experience
- Bachelors Degree Biological, Physical, Chemical, or Clinical Laboratory Science or Medical Technology from an accredited institution.
- High School Graduate
- 5 or more years experience as a certified Medical Lab Scientist
Preferred Education and Experience
- Master's Degree Lab Field/Science/Management, Healthcare, or MBA
- 2 or more years Supervisory experience in a Laboratory
Required Licensure and Certification
- Medical Laboratory Scientist (MLS) - American Society for Clinical Pathology Board of Certification (ASCP)
- American Medical Technician (DO NOT USE) - American Medical Technologists (AMT)
Knowledge Requirements
- Anyone who has access to the key that could unlock that cage, ie blood bank manager, supervisor and tech specialist, should continue to be fingerprinted in order to remain compliant.
